Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

INTRODUCTION

The International Labour Organization, with a funding from the Department for International Development of the United Kingdom (DFID), the Kingdom of the Netherlands and the Swedish International Development Agency (SIDA) is embarking on the implementation, jointly with UNICEF (Administrative Agent) of the new UN Joint Programme on Social Protection in Mozambique, which will run until 30 June 2020.

The Joint Programme has been structured around a coherent package of interventions, all of which are included in the Mozambique's National Strategy for Basic Social Protection 2016-2024 (ENSSB II) and fully aligned with its Operational Plan around the 38 "Strategic Actions", but where the UN agencies have the mandate, capacity and strong working relationships with government partners so as to further strengthen the social protection system and legal framework in the country. Over the course of the programme (2017-2020), the two UN agencies involved (ILO and UNICEF) will work with partners at national, provincial and district levels to deliver the following results:

1. By 2020, clear programmes and policies designed to operationalize the ENSSB II
2. By 2020, robust evidence and clear advocacy on key components of the ENSSB II
3. By 2020, strengthened MGCAS's capacity to coordinate and implement the ENSSB II.

The Joint Programme builds on previous support to establish and further develop a Social Protection Floor in Mozambique and is informed by the lessons learned in previous phases. UNJP will provide support consisting of technical expertise, capacity building and financial and material support to strengthen the capacity of National Institute for Social Action (INAS) and Ministry of Gender, Children and Social Action (MGCAS) to roll out social protection programmes in a more effective, reliable and accountable manner.

The International Labour Organization (ILO) seeks to recruit a Project Junior Technical Officer in Social Protection at P2 level to support UNJP on Social Protection implementation. The Social Protection Officer will be working as part of a project team consisting of international and national experts. The Social Protection Officer is to be based in Maputo, Mozambique, working in close collaboration with other members of the Social Protection team in Mozambique, as well as in Malawi and Zambia, countries under ILO CO-Lusaka. The incumbent will be responsible for developing, providing direct technical support and monitoring the delivery of the activities envisaged in the respective work plans. The incumbent will promote ILO policies in the project related technical areas.


Reporting lines:

Under the overall guidance of the ILO CO-Lusaka Country Director for Zambia, Malawi and Mozambique, the Project Junior Technical Officer - Social Protection will directly report to the Project Manager - Social Protection the ILO Project Office, Maputo.

Technical and strategic guidance will be provided by the Chief Technical Advisor for Social Protection in Zambia, Malawi and Mozambique in CO-Lusaka. The incumbent will work in coordination with project staff and national partners involved in the coordination and implementation of Social Protection Programmes in Mozambique. S/he will also work closely with the Social Protection Specialists attached to the ILO Decent Work Team in Pretoria and in SOCPRO.
Description of Duties

- Provide administrative and technical backstopping to UN Joint Programme on Social Protection in line with the ILO policy, rules and regulation and final project document and work plan. Ensure good administrative and financial execution of the UN Joint Programme on Social Protection

- Collaborate in the elaboration of the Annual Work Plan for the Project, corresponding budgets and activity reports.

- Collaborate in the monitoring of the programme implementation through discussions with technical staff, field visits, analysis of progress reports and participation in reviews and evaluations. Provide technical inputs in the preparation of reports based on the information obtained as an input to corrective decision making and revisions.

- Collaborate in the monitoring of UNJP on Social Protection project and report its progress to donors. Liaise on operational matters related to the project with donor representatives and undertake visits to donor organizations as required.

- Participate in workshops and seminars and prepare reports, training materials and presentations.

- Collaborate closely in the coordination of the technical assistance to the Government of Mozambique and Social Partners and provide inputs in the definition and implementation of social protection policies and programs, including the area of Social Protection budget analysis.

- Contribute to the development of training material, definition of programme and implementation of capacity building activities targeting the Mozambique officials in the areas related to the extension of Social Protection.

- Contribute actively to Social Action Working Group and Development Partners Group and chair the groups if necessary, as well as to the UN Joint Programme Technical Working Group and its Steering Committee.

- Contribute actively in the policy dialogue process with the Government of Mozambique and other Development Partners in issues related with Social Protection and to the implementation of the UNDAF in Mozambique, participating and contributing to the M&E group and Outcome 5 (Social Protection) group.

- Identify, describe and justify project proposals in connection with approved technical cooperation programmes and ongoing activities and in collaboration with the responsible chief.

- Review and adjust project proposals to ensure consistency with national, sub-regional, regional and sectorial priorities and programmes, taking into account available resources.

- Carry out research and provide technical inputs in the preparation of regional and country analyses, reports and publications related to social protection issues in Mozambique, particularly on social protection coordination, advocacy and public debate for social protection, economic analysis/modelling of social protection reform and social protection financing.

- Undertake other duties as required.
Required Qualifications
Education

First level university degree in the relevant field (such as Economics). An advanced university degree would be an asset. Demonstrated expertise in the relevant technical field (Social Protection) and strong knowledge of development issues, particularly in Mozambique, would be an advantage.
Experience

At least three years of relevant professional experience including two years at the international level, preferably in the Mozambican context.
Languages

Excellent knowledge of English and Portuguese.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is an international public sector employer and salary and other employment conditions are not negotiable. The post adjustment (cost of living adjustment) is variable and subject to change without notice in accordance with the rates set by the ICSC for the UN Common System for salaries and allowances. Therefore, the figures quoted (based on the rate at the time of publication of this vacancy) are only indicative.

Other allowances and benefits subject to specific terms of appointment:

  • 30 working days' annual leave;

Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in Maputo, he/she may be assigned to any duty station designated by the Director-General of the ILO.
